I haven’t had time to read the whole proposal from Otwell Mawby, but at first glance my question is why are Complete Streets not a “given”?

Well, that’s a good question. I guess one reason is the attempt to downplay this as a road/street project, although the language clearly leads a reader to that end-in my opinion.

This effort seems to be driven solely by decade-long & current complaints from Union/Cass Street residents about too much traffic on their streets. As it currently stands, the proposed road seems to have no tie whatever with any vision of traffic flow for overall TC, nor does it have any emphasis on bike/pedestrian access. It is proposed to end at 8th Street near the river, with a new traffic light (3rd one in a very short area), thus providing even more congestion for everyone. I’ve been listening to City Commission discussions on this at length and have not heard anyone use the term ‘complete street’ at all. That concept does not seem to be on the table, or if it is, it’s certainly not very high on the list of concerns.
